This patch provides implementation of 2 {{FederationPolicy}}:
# a simple stateless/low-configuration policy that uses
{{UniformRandomRouterPolicy}} for the router and {{BroadcastAMRMProxyPolicy}}
for the amrmproxy.
# a policy that combines a {{ProbabilisticRouterFederationPolicy}} and a
{{LocalityMulticastAMRMProxyFederationPolicy}}.
In this patch, we also have general classes to serialize and deserialize an
arbitrarily "weighted" policy.
