Even i had the same in my mind either we can achieve the same by using the 
{{dynamic node resource configuration (YARN-291)}} or having a policy for the 
partitions to specify when to share the partition resources to others which i 
was trying to capture as part of YARN-4425,  
But for other suggestion
bq. combination of reservation system with node labels (YARN-4193), intuition 
is each node that can be leased has a label (which can be it's name)
IIUC they ([~yuuuuuuuu] ) are not having all the services running on top of 
YARN hence they want to share the nodes in off peak hours when these services 
will not be impacted. So i believe better solution would be to either 
externally control through Dynamic resource configuration or have policy on 
partitions to schedule during offpeak hours in NonExclusive mode (and ensure 
that the this partition is not configured to any queue.
