Thanks [~chris.douglas] for the review. I address your comments for
{{CapacityOvertimePolicy}}.
{{NoOverCommitPolicy}} is not part of this patch, though your comments still
stand, and I will work on cleanup next time I touch that class.
I will wait for Jenkins to do its thing and address checkstyle issues, tests
run fine locally (let's see what happens in the next run).
