These bounds are: resources / partitions / user-limits. However, I think for non-accountable (like First-come-first-serve) usage, for example locality, should not trigger preemption. Preemption of FCFS usages could lead to excessive-preemption. And [~sunilg] is also working on a POC / design, I think you can collaborate on this.
