Yeah, I think the fix to LinuxContainerExecutor and
TestLinuxContainerExecutorWithMocks is sufficiently unrelated that it should go
into its own JIRA.
[~vvasudev], it looks like YARN-4253 was the most recent modification to this
code. Would you agree that this fix is what is intended with the interaction
between containerSchedPriorityIsSet and LinuxContainerExecutor#setConf()? And
should it go into a separate JIRA?
