This JIRA is to follow up a TODO in MiniMRYarnCluster.

I think State.STOPPED check is not needed. I do not see the value to check
STOPPED state here.

I think State.STOPPED check is no longer needed. The condition was changed with
YARN-4313 so now it does not make sense.
