This JIRA tracks the addition of SubClusterId into
AddApplicationHomeSubClusterResponse.
in the design of [YARN-3659|https://issues.apache.org/jira/browse/YARN-3659],
to handle better fail-over scenario the response needs SubclusterId as field.
