Thanks for sharing your thoughts, [~mshen], [~Ying Zhang], [~venkateshrin].

Since we have a pluggable mechanism for queue placement policy since YARN-3635, 
is it fine for you to add a new placement policy to supporting new queue policy 
mapping requirements? I don't want to make changes unless such new requirements 
are generic for many users. This is because different users have quite 
different requirements for queue placement policies.

Now we don't support loading queue placement rules from configuration, it's 
necessary to have some minor changes to enable it, if anyone can open a JIRA 
and working on the patch, I can help with patch review.
