Thank you [~sunilg] and [~Naganarasimha Garla] for feedback.
 As already mentioned .The issue is when queue level max apps are not 
configured.
Then {{int maxSystemApps = conf.getMaximumSystemApplications();}} apps limits 
is considered and  for each queue absolute percentage wise apps are distributed.

If we implement as per our approach :

User level calculation are already based in max application in a queue. User 
level should be only based on overall queue shouldnot consider label thts my 
understanding.
