Thanks for the document [~jianhe]! I suspect at some point soon we'll need a
full-fledged localization API. If you let apps localize new resources, we have
to let them clean them up as well. We also need support for versioning to allow
rollback. Like [~asuresh] mentioned, YARN-4876 has some preliminary stuff for
localization where some of the issues he raised are looked at.
