Based on discussions with [~kasha], [~kkaranasos], [~subru]..
I propose the following:
# Rename *SCHEDULE* (as proposed by this JIRA) to *QUEUED*
# Move the management of Queued container from {{QueuingContainerManagerImp}}
into the Local Scheduler.
