Hi [~wjlei],
This seem to look like a temporary solution for the Constrain Label feature
(YARN-3409).
But as i am working on a temporary patch and design for the same, i think this
feature can be avoided. Will update this jira once i post temp patch and design
doc in YARN-3409.
