bq. Trying to do this coordination seems to me to be quite complicated.
Using logic similar to {{deductPreemptableResourcesBasedSelectedCandidates}}
should be able to achieve this, and I think it doesn't bring too many
complexities to the implementation.
bq. Would it be sufficient to just avoid preempting during the intra-queue
policies if there are already containers in the selectedContainers list?
If we want to avoid excessive preemption, It may not sufficient to me. We need
to adjust ideal / to-preempt resource properly as well.
