Description:
{{WeightAdjuster}} and its implementation {{NewAppWeightBooster}} are never
used. We should clean up these code.
Seems like it is migrated from MR1. I can find doc in
https://hadoop.apache.org/docs/r1.2.1/fair_scheduler.html.
