Like you mentioned in YARN-5633, maybe we should update the schema version only
if the new feature is used (only if {{storeContainerResourceChange}} method in
the stateStore is called). This means we should move the {{storeVersion}}
method from the {{checkVersion}} to inside the {{storeContainerResourceChange}}
method.
