+1 on the latest patch, thanks [~curino] for addressing all my comments.
I have a couple of minor nits:
* We should slf4j for logging in *WeightedPolicyInfo*.
* {{bb.duplicate}} is redundant in *WeightedPolicyInfo*.
* I think we can move the {{testNoSubClusters}} to the
*BaseFederationRouterPoliciesTest*.
