The latest patch has been rebased on YARN-5323/YARN-5324. And contains the
following:
1) Refactoring of the {{BaseWeighterRouterPolicy}} to be usable also as a base
for {{FederationAMRMProxyPolicy}}s.
2) A small fix of visibility for the resolver.
3) Two policies {{BroadcastAMRMProxyPolicy}} and
{{LocalityMulticastAMRMProxyPolicy}}.
