This is mostly for tracking yarn-5732 (Run auxiliary services in system
containers) because under current implementation, TimelineCollectManager is
implemented as an auxiliary service. We'd expect yarn-5732 to be transparent to
all auxiliary services, therefore, there is minimal work in here other than
checking.
