Post MAPREDUCE-6719, the DCE is broken, and it isn't deprecated before this
patch. I don't think it's reasonable to say that slapping a deprecation label
on something absolves us from fixing it when it's broken. The label says that
it will go away in the future, not that it's broken and cannot be used.
