No. This impression might be result of my English :-)
Maybe it would be more understandable if it says:

If the user presses the "Cancel" button or the "Close" symbol in the
window decoration
the module will be closed.

I think you made a good point:
The functionality currently described in the style guide does not
reflect the behavior in the majority of most modules :-(
Currently "Cancel" aborts the whole module regardless of the dialog
type. Maybe this does not reflect the most usable behavior but currently
it is  that way.
