Sometimes (if we expect some changes later) it makes sense to write:

sformat(_("Value must be between %1 and %2. Try again."), "1%", "200%")
- --- cut ---
or maybe
- --- cut ---
sformat(_("Value must be between %1% and %2%. Try again."), 1, 200)
- --- cut ---
but then you'd definitely need to make a comment for translators to keep
%1% and %2% unchanged (because the second % means really per cent)
