from yast2-core-devel from YaST:Head for 12.3 is properly populated.
Is it just me? Can someone reproduce this?

http://download.opensuse.org/distribution/12.3/repo/oss/suse/x86_64/yast2-core-devel-2.23.4-2.1.1.x86_64.rpm
(the official 12.3 release)
looks the same for me as in yast2-core-devel from YaST:Head.
Could you double check?
