Partly. You can go to the package manager in the installation overview and
uncheck
the Dependencies -> "Install Recommended Packages" check box.
Excluding documentation is not supported.
Can system roles switch that on and off?
Unfortunately not. You can disable recommends and exclude the documentation only in
the installed system, the option software/minimalistic_libzypp_config
configures that in /etc/zypp/zypp.conf at the end of installation.
Roles can only override the values which are defined in the control.xml,
see the schema definition at
https://github.com/yast/yast-installation-control/blob/master/control/control.rnc
(In reality only a subset of the options can be set by roles, some options are
already applied before the role selection dialog and cannot be changed later.)
Of course, we can implement that features, but it will not be trivial...
