Well said Cde Floyd, I accepts your views.

However I have few reservations regarding the Local Level. Politically, we
might encounter challenges of federal manuevors at the Local Units. My
view is that this should be avoided before it happens. The Board should
also work on influencing the amendment of all municipal by-laws in order
to have one single youth service. This will make Local Board to report to
the Provinvial and National Board. Considering that we envisioned a single
public service in all aspects and departments, we should act in a manner
that seeks to achieve one objective. The issue of re-defining the
relations & re-inforcement will deal with us in the Municipalities that
are led by Reactionary Forces. Moreover this will waste taxpayers money
and state resources to have two forums that work on identical purpose
which is to advance the youth interest. i think we need to deal with the
said Local compexities and sort this thing out once and for all.
