it is difficult to respond to someone raising when their emotions are
high. this will lead to name labeling if you disagree.
 
firstly, there's nothing wrong for me if a number of comrades come from
the same branch. this means that branch had managed to produce a pool of
cadres. this must not be a point of discussion, like a quota system. so
many comrades are allowed in a leadership position if they come from the
same branch. this argument is useless.
 
matters of corruption and mismanagement must and must be handled in that
regard. corruption can not be tolerated in any level of of government.
currently, nationally we are in a serious crisis in regard to municipal
management. the matter of Carl niehaus had assisted a lot, because, the
media institution are for cussing on him than what is happening in
mpumalanga in the standerton area, that area is in tatters. what student
and workers experienced in TUT, it's a norm there. mutse is another
example.
 
i think that the movement needs to make a serious assessment of each
level of governance and develop a discussion document or a manual that
will try to be a guiding tool in terms of deployment. there are comrades
that are good in organizational work while others may be good in
governance. we therefore need a balance between these two. our cadre
development policy needs to be reviewed and empowered to respond to the
current challenges. take a look on what is happening today. if i have a
degree and join the anc. i am sure of getting a job. not undermining the
qualifications, but what makes this person to join the movement to get a
job.
 
what happened to the bursaries that the anc used to have. the ANCYL used
to do the same in the late '90s. isn't it that all this programs were
designed to equip comrades to be in a better position to manage all
tasks when deployed. not to say that you will be a better manager if you
have qualification but, what is happening today in all the
municipalities requires a balanced cadre.
 
the DA wanted a certain level of qualifications before it deployees you
to parliament after this election. what can we learn out of this. in our
branches, we no longer discuss or let alone have political classes and
tomorrow i will be fighting to be a cancel or because people loves me in
the area i stay. how will i deliver if i don't understand the system of
local government? we need to be honest and not populist when dealing
with cadre development and deployment.
 
this this of tenders must be regulated in a manner that doesn't hinder
service delivery. we need to be able to craft a system where departments
and municipalities must account for what they do on a daily basis and
coat based on the output we want. what value do we get by doing the same
way? for example, you will have a team building workshop and when you
come bag, one is involved in a corruption scandal or a mismanagement
scandal. everyone of us cane name any department or municipality. the
question that will arise is, what was the purpose of team building if we
don't pull together? there's a performance system that is not linked to
the overall performance of the department or municipality. how many time
do we here of departments getting qualified reports? then why do you
need a bonus if you don't do your job?
 
i like what has been raised in parliament about the SABC in regard to
their financial report. that the chief financial officer needs to take
responsibility of how the SABC performs? if it needs be, s/he must pay
for all those cents he lost. i like the spirit of parliament of late.

Comrades i think you might all have read what the ANCYL secretary  OF
SEKHUKHUNE had been up to for the last 12 months. how and why this
comrade had not reported the first TIME he noted receipt of the salary
from the employer he resigned from is continuing to come to his account.
i WONDER where's his Spin Doctor Tshepho Digomo. This Tshepho DiGOMO is
the one who's misleading his friend to steal money and also deal with
fellow comrades. How does this Tshepho D get all the tenders in the
region and district municipality of Sekhukhune while he's working
there.I'm not suprised if his friend Frans in in the front page of the
Sowetan wearing and ANC LOGO what a timing during elections. Tshepo is
the master of corruption he learned from his uncle who's a mayor there.
we know there's already a regional line-up to put this Tshepo a deputy
chair of the region and the ever ambitious coconutic Englished Kgopelo
Phasa who is the DEC member of the YCL, ANCYL REC member and regional
secretary of the SACP in sekhukhune region.Frans is aware he's gonna be
save because this Tshepho will save as we're he's highly connected
bastard. Tshepho is originally from one branch as Frans who's regional
secretary of the ANCYL this very mighty branch which named Segowe
Rapolai has also the YCL district secretary, ANC regional secreatary,
SACP District chairperson and may senior leaders in thta region
sekhukhune. People like this Tshepho and Frans mustnot be allowed to
leade the YL politics. Sekhukhune used be a force to reckon with but now
/ we're concernrd with that cap of the ANC on the front page.
