Municipalities have intergrated development plans which are suppose to
be guiding them on what to do and those plans are suppose to be informed
by the needs of the people. They are also required by the systems act to
review the plans annually in consultation with the communities but if
that is really happening its another question. In most of the districts
municipalities, if not even all we have an office called performance,
implementation, monitoring service centres that are there to capacitate
and assist Municipalities but the question will be are they use
effectively or are they effective in assisting the Municipalities?

 

We cannot be talking about capacity from day one up until the end of
term cause I believe our councilors are capacitated enough as they are
in most of the time not available attending workshops. But the question
again that I might be asking myself is: are they learning in those
workshops or it's just an outing but also the follow-up evaluation of
the effectiveness of the trainings its something that I think its
lacking.

I personally feel that over and above the audit, Municipalities (Mayors
and  Councillors) should have the needs analysis of each community
aligned to the year plan for the durations of their term of Office.
There should be a Provincial meetings of all Municipalities on each
Province three times a year where they are going to monitor progress of
each Municipalities and made them to account. One area that we are
forgetting to touch on is the issue of capacity/capability, the literacy
level of some of our Councillors is questionable. The issue of Induction
Training for them before they resume office needs to be taken into
considerations also. Cde Dumisani you raised an important issue of
meetings/report-back, Councillors should know that communication is the
best policy and they should not promise communities something they can`t
achieve/deliver. If all these is done, the issue of service delivery
will be a thing of the past.

Cde Frank the reality here is that most of our councilors have failed us
and the revolution. In our local government election manifesto we made a
commitment that councilors with meet with the people atleast every month
to brief them about any developments in the Municipality and the
councilors then made a commitment to the movement and the people. But if
you look in most of the Municipalities councilors meets with the people
once in year if they are fortunate or when there is a crisis like the
protests then you will see them

 

On the other hand as the structures of the movement we have also
abandoned our responsibilities to play the oversight role on the
councilors and the Municipalities. In other areas you find it very
pathetic where the Mayor have to report to the Municipal Manager or
officials and have to please the officials when he/ she needs something
and it was suppose to be vise versa. Infrastructure development it's a
mistry in our communities, our government have invested a lot on
infrastructure development but some of our Municipalities are failing to
utilize the money effectively.

 

I think it is correct that a thorough audit should be done of all ANC
led municipalities and we should not leave any stone untouched and moved
very fast to correct what ever is wrong. What happened to project
consolidate? That was a brilliant idea to rescue out Municipalities.

 

Let's take decisive actions now in order to ensure victory in 2011
elections cause the third force is busy making our areas ungovernable.

The recent spate of service delivery protest is leaving me restless. I
wonder how conversant are we with the entire nature of these protests.
Comrades I would like us to engage on this very pertinent matter before
it elevates itself to another levels.

 

The ANCYL has made a call for ANC leaders in all govt spheres to visit
affected communities in order to understand people's concerns - this
needs to be applauded!

 

However, a question that is lingering is the one that says, as true
revolutionaries how do should we respond?
