We believe that the City of Tshwane has failed dismally to provide leadership to its citizens when needed thereby resulting in a poor implementation of debt collection policy which led to the council's R560million debt to Eskom and Rand Water. While we acknowledge that the current economic meltdown has largely affected all municipalities, including the national government, we strongly believe that Tshwane case is as result of lack of leadership and poor management. This lack of leadership and poor management also finds its expression to the masses of our people as the service delivery is greatly affected. On name change, we strongly believe that the Council is not taking the matter of name change serious. As the ANC Youth League we do not agree with a barrel naming as is used in terms of 2010 FIFA World Cup. We are calling upon the ANC Council and progressive political organizations in Council to petition the Minister of Arts and Culture to bring this matter into its logical conclusion. And the name must be TSHWANE. On the issue of Youth Development, since the inception of the Youth Development Unit in April 2009 to-date, we believe the municipality is arrogant in terms of advance and championing youth development and empowerment on the claim of none availability of funds. National programmes such as the EPWP are not taken serious by the municipality. We are calling on the Executive Mayor and the Council to give adequate support to the Youth Development Unit by accelerating the appointment of the YDU CEO urgently. Our meeting with the Executive Mayor to deal with these matters has been met with resistance from her office. We therefore call upon the Executive Mayor to assist the Youth Development Unit convene an urgent Regional Youth Summit to map the way towards an Integrated Youth Development Strategy. DEFENDING THE PRESIDENT OF THE ANC YOUTH LEAGUE We have observing the way in which some sectors of our society has been treating the ANC Youth League President Comrade Julius Malema. We want to put it very clearly that the President of the ANC Youth League Comrade Julius Malema has been elected by branches of the ANC Youth League to lead this gigantic movement of young people and anyone who seek to project this gallant fighter by characterizing him as an lose canon must face the wrath of the ANC Youth League branches and other progressive youth formations. The ANC Youth League in Tshwane fully supports the President of the ANC Youth League and the entire leadership in the National Executive Committee. TSHWANE ANC REGIONAL CONFERENCE In consolidating the ANC Regional Conference in Tshwane scheduled to take place from 11-13 September 2009, the ANC Youth League REC convened an ANC Youth League Regional Council (RGC) which took place Saturday, 29 August 2009 which is the highest decision making body in between the Regional Congress and the Regional Executive Committee meetings. The ANC Youth League Regional General Council endorsed the following list for the incoming ANC Regional Executive Committee office bearers: CHAIRPERSON: KGOSIENTSHO SPUTLA RAMOKGOPA DEPUTY CHAIRPERSON: THEMBI MMOKO REGIONAL SECRETARY: ELIAS MOTLOUTSE DEPUTY REGIONAL SECRETARY: FRANS BOSHIELO TREASURER: MAPITI MATSENA As the Youth League in Tshwane we strongly believe that this leadership posses political credentials' that will unite the ANC in the Region and also take this movement to the greatest level particularly in ensuring that the ANC wins the next local government elections in Tshwane. The list advocates change and continue in Tshwane and is balanced in terms of age, gender and geographical spread. The ANC Youth League in Tshwane reaffirms its commitment of continuing to advocate the interests of the Young people in Tshwane, based on the principle of "Nothing about us without us".
