Comrades,
This is the kind of thing that will continue to happen as long as we don't have scheduled Alliance meetings and structures. First and foremost, all components of the Alliance need to understand and agree on the purpose and spirit of the Alliance, and the roles of Alliance members in accomplishing the NDR. The documents presented by Comrade Dominic on the NDR need to be discussed and understood by all Alliance members. The ANC has a different interpretation of what the NDR should achieve from the SACP and COSATU. After the Ekhurleni Declaration, I was involved in drafting the way forward for the Alliance (although I was recruited by the SG of the ANC - Cde Kgalima to perform this task). I was extremely disappointed by the lack of participation by all the Alliance members. There was no agreement on the establishment of proper Alliance structures, at all levels, nor on the need for regular scheduled Alliance meeting to discuss policies and strategies. In the 1990s we had a very strong Inner-City Alliance structure in Johannesburg, consisting of several inner city ANC branches (Hillbrow, Yeoville, Joubert Park), COSATU Local, SACP Jhb Central, and SANCO. We had regular meetings attended by all member representatives. We were actually instrumental in drafting and having the first Landlord/Tenants Relationship Bill passed in the Gauteng Legislature, that was then sent to National Parliament until it was repealed in 2002. This is just to illustrate that Alliance structures CAN work. There were many other initiatives we were in involved in like the 7 Buildings Project, Johannesburg Innercity Community Forum, to name a few. But the point is Comrades, we need to mobilise for a more structured Alliance relationship, that is not something that comes to life before Elections and ends with Alliance representatives getting absorbed into Government. And we must reject the arguments that say that Alliance representatives belong to the ANC NEC, therefore the Alliance is involved in all decision and policy making. These comrades are in the ANC NEC and Government as ANC members and not Alliance representatives, promoting their individual Alliance component policies. Until there is no agreement and common understanding of the purpose of the Alliance and NDR, we can expect outbursts of this nature. Lets discuss......
