Seeing the comments on the discontinuation of this process, casual labour 
should come under the Department of Labou in consultation with the Trade 
Unions. In this way we can ensure that employers have to pay at least a minimum 
wage, that casuals become permanent after an agreed period, and that casual 
labour is not used to sabotage wage agreements. Any belief that casual labour 
can be abolished at this juncture is utopian and may even agravate the position 
of the poorest section of the working class against the Labour Aristocracy.
