LEADERS ARE NOT BORN BUT ARE PRODUCED BY THE REVOLTUION AND ITS EVOLUTION

Recent developments within the ANC in the North West province provokes
others to avoid being silent. It has become very clear that our
decision to disband structures in the province is far from being
enough.

Let me start by congratulating the African National Congress and its
entire structures for making the most important decision of making
sure that Cde Jacob Zuma become the President of the Republic. I am
making these congratulations considering the decision made by many
leaders to choose Cde Jacob Zuma as the best leader we have, in fact
they should even add to say, since after the Nelson Mandela term he is
the only leader our country has correctly identified.

To be chosen as the African President of the year, indicates this
correctness and the role Cde Jaocb Zuma has played so far clearly
makes me and many others in our country to be proud of being South
Africans – and we hope and wish to maintain this positive character of
our country.

In the recent letter from the President, Cde Jacob Zuma speaks about
the ongoing community protests which have in the past few weeks
dominated in the media – Cde Jacob Zuma spoke of the legitimacy and
reasonability for our communities to raise issues, this is completely
based on the fact that the President and many South Africans do not
agree with violence which has seem to be the strategy to raise these
issues – it is in this context that as both South Africans and cadres
of the movement we need to start doing clear analysis of the role we
are playing especially in local government whose main mandate is
service delivery. The objective and critical questions we must pose
are amongst others, whether we are doing what we are supposed to do
and in line with what is expected of us by the general population?

Are we ensuring that each cent of the public money is it used to
advance what charactrised our elections manifesto based on the
straight forward mandate of bettering the lives of our people –

This point brings me to the issue of the North West province – where I
am certain and I am unapologetically convinced that we are seriously
not doing what we should be doing – instead of delivering servicing we
are concern with political factions which are compromising our
government by disrespecting the ANC National leadership and the
recently established Task teams.

Councilors in many municipalities are no longer attending the ANC
caucus meetings , they are not even paying attention to meetings which
are convened by the task teams, precisely because they do not respect
the decision that has brought about the Task teams.  Others are
publicly arguing that these task teams are unconstitutional – an
argument that has no basis in so far as challenges facing us are
concerned.

It is therefore a well thought view that the disbandment of ANC
structures cannot be correct unless 90% of Executive Mayors and
councilors are re-called. The disbanded Provincial Executive Committee
did not act alone in all the organizational and political crimes they
committed – in our municipalities they worked with others, using state
resources. It is a fact that all those who got tenders during that
period, were paying back by funding a certain political faction, even
when the National Executive Committee came to the North West
university Potchefstroom campus – it was tendered criminals who
transported those who went to protest against the NEC in support of
Supra Mahupelo and his cohorts.

After the NEC made the decision to disband the PEC, members of the NEC
were deployed to come to the Province in the North West to pronounce
on this decision – but councilors and Mayors assisted those who were
opposed to mobiles branches to go and protest even to violently
disrespect the NEC in Rustenburg – worse of all these actions
continues to bye justified today.

In one of the Executive Mayor offices in the province, they just three
weeks ago plugged pictures of President Cde Jacob Zuma – even if we
had elections many months ago – in fact in some offices even today you
still have pictures of the former President – without those of the
current President.
What do we call this? And why do we still have these individuals as
Executive Mayors?

When we raise these points we are simply told that we will be dealt
with, because they are of the view that today the ANC  does no longer
exist – And still some National leaders accuses us of trying to run
the ANC and telling it what to do – perhaps these national leaders
forgot that we have always been saying the power of the ANC is in its
branches – so who do they expect to tell them how the ANC must be run?

The factionalists in government are even using the media today to
organize themselves for the 2011 elections – and a simple example is
this one:

As part of government communication, many municipalities have created
newspapers and newsletters  with which to ensure that our communities
are communicated with on all issues – many municipalities in the
province have created these initiatives.

However, the problem is with the manner in which the media in general
is used to lobby for them so that they are retained come local
government elections.

For instances some of the community media which exist in
municipalities attacks the ANC all around but they give Executive
Mayors opportunities which are not in line with the ANC – one Comrade
in the province was wrongly reported many times in all those times the
Democratic Alliance was given a platform to attack not the comrade but
the ANC, despite complaints from the ANC and its senior councilors
about the conduct of the radio station – the Executive Mayor continues
to sponsor the station and even include some individuals in oversea
trips – in our view this is to make sure that the station does not
misreport the EM.

It will be noted that amongst other things we raised prior the
elections was the secretive role some individuals played in creating
the so-called Congress of the people – those who left happened to come
back to the ANC – But our thinking is that it is the strategy of
trying to make sure that by the time these individuals decided to
represent COPE at the local government elections they will be popular
in public eyes and they will use their popularity to criticize the ANC
.

It is within this context that we wish the PTT will consider
re-calling some of these people before it is too late.

The same comrade I mentioned above who has become an issue with the
local media – has even started a legal case of suing the media but
senior cadres in his municipality were he is deployed have just
resolved to financially sponsor that media, which means if he wins the
case then the public money which is given to the anti ANC media will
be used to pay him – is this not ironic?

>From our deep and humble perspectives, we call on the PTT to resolve
municipalities and re- call Executive Mayors and some councilors even
if they are moved to other deployments were they will be permanently
monitored.

The above case has been reported to ICASA, NCRF and the Press
ombudsman – some at the NCRF even made concern comments about the
community media including the question as to why do they always invite
the DA on issues which have nothing to do with government and politics
and yet be entertained by the DA’s attack on the ANC.

Finally we call on all those who disagree with us not to make silly
comments and statements but to engage accordingly – we do not fear or
favors anyone – the Revolution is not a religious cult but a living
scientific process.
