maybe I did not read Your mail but chief I am sickened by assumption of mandates that is a top to bottom route... Firstly the reality is that a basic unit of a structure is branches and non of these leaders either from regions, province or national may exist without proper branch structures, or probably that's the point with the ANCYL these days...
What I have further observed is that branches are only machinery for conferences and afterwords they are abundance with fair that proper political engagements will be advances. So cadre my understanding is that selflessness should be a primary principle... point is even these structure are constitutionally non existence, they never hold councils, when was the last time the ANCYL held its NGC, a lot of provinces including Gauteng have not being holding councils since their election to office and if you may check the constitution of the ANCYL what it says of councils and conferences... also regions have been effective. Its all about money luxury and no content... I am a member of the ANC Youth League in good standing and I would like to state that this statement is part of the rot that is setting in our organisation, there is nothing wrong with anyone supporting Julius for a secong term as President of the Youth League but this raises fear when an upper structure speaks as a structure on behalf of the province endorsing the incumbent. The view that they will lobby lower structures is deceitful because then there is a blur on whether this is already a position or its a view that needs to be engaged by branches. Let us not forget that the Constitution is the highest law within the ANC Youth League and traditions, culture and most importantly the ANC continues to guide us should our own Constitution fail the litmus test. The leadership have no right to lobby structures on who should lead them, they represent us and serve as a link between the upper structures and us, they serve as our management and we fulfill oversight on them. They must never at any time try to influence us on who should lead us, we choose our own leaders because a leadership that elects itself is a clique, it is a monarch and is an enemy of democracy in the sense that it dictates and breaks down the simple principles of democratic centralism. They should have raised a debate and not declare their support as a structure as I think there has been no PGC that sat and agreed on a provincial position, leadership must lead as per its mandate and not over exert itself and be self sufficient. Lets remember that the little things count, they not just rules of engagement, principles, culture, traditions and Constitution.
