Without reducing this discussion, I wish to concede the simplification I made 
in so far as equating an SG to the GS. Thanks. 

While the titles may be used interchangeably, of which it is not a tragedy. 
However if one needs to engage in an etymological debate, here is my 
contribution.
 The title of SG is given to an organisation's secretary who is only the head 
of administration viz. in the ANC, ANCYL, SASCO. The president then assumes 
political leadership in and outside of meetings. 
Organisations which put political and administrative power in the secretaries 
office, often without or only having a ceremonial president would have a GS or 
a First secretary viz. SACP, Cosatu, UN, Zanu-PF. The head of the Political 
Bureau (politbureu) is also given the title of GS.

While I note your views on the PYA, I will not be drawn into the discussion on 
the independence of the components (because we are not differing). The PYA is 
an alliance of independent youth organisations with a shared commitment to the 
realisation of the Freedom Charter, period.

that SASCO is completely independent from any progressive movement. Please do 
not fall in the same trap as Malema who thinks COSAS is a preparatory school of 
the YL, when it is infact an equal partner/component of the PYA. By the way 
your contribution is acknowledged even though its nor accurate or assisting the 
revolutionary objective.

Lower structures and quasi- autonomous appendages/leagues will only have 
secretaries. That is why we speak of branch or provincial secretary not SG.
However, in the case of the YCLSA we also do not have an SG but rather a 
National Secretary. A completely autonomous organisation like the ANCYL or 
Sasco has an SG.
