While the titles may be used interchangeably, of which it is not a tragedy. However if one needs to engage in an etymological debate, here is my contribution. The title of SG is given to an organisation's secretary who is only the head of administration viz. in the ANC, ANCYL, SASCO. The president then assumes political leadership in and outside of meetings. Organisations which put political and administrative power in the secretaries office, often without or only having a ceremonial president would have a GS or a First secretary viz. SACP, Cosatu, UN, Zanu-PF. The head of the Political Bureau (politbureu) is also given the title of GS. While I note your views on the PYA, I will not be drawn into the discussion on the independence of the components (because we are not differing).
