Dear Comrades I am writing with a purpose of finding political reason for the creation of the position of SPOKEPERSON in our Tripatite and Progressive Youth Alliances. I have seen that even Workers' Union they have this position. Most of the times the Spokeperson is a person serving in the National Structure by vertue of election and therefore mandated with a specific responsibility of Spokeperson; While on the other hand the Highest Leadership Structure appoint any person to this position even if he/she does not serve in an elected committee. Well, I know some have contradicting views with this practice in particular when it relate to the accuracy of information conveyed to the press sometimes.
For the purpose of this paper, I wish to dwell much on the necessity of the position itself. It is my considered view that the responsibilities of the Spokeperson should be performed by the Secretariat. I am saying this because we have seen how opportunistic these Spokesperson may become sometimes, particularly durring difficult times of lobbying/division. The then behaivour of Smuts Ngonyama charecterise everything in this regard. I believe that it will not be easy for the Secretariat to get shifted in his or her responsibility to safeguard unity and cohesion of the organisation. I think the Secretariat is in possession of all correspondances, munites of every meetings, resolutions, declarations, and any other critical policy position of the document. Even in recent events in our movement, the Spokepersons are seen making statements which are sometimes difficult to believe that they represent the position of the collective or of a particular interest. Without necessarily dealing with the ANCYL but I haven't heard Cde Vuyiswa articulating on issues of the moment (wheather it is a Youth League collective decision to deal with Journalist the manner in which Cde Floyd handled the matter). There is an exception on operational matters, obviously any Leader may speak his or her views at any time, particularly the Political Head. In the ANC you find Mnisi and Mthembu saying something about recent issues and the NWC/NEC talk another languege. We need to look at this issue without necessarily being subjective nor to isolate any of the current Spokeperson. Those whom I have mentioned are just illustrating my arguement but they don't constitute the fundamental reason as to why I share this with you.
