Well, heres how things work:

Minister's are booked delux rooms ( room with a lounge area) to allow them
to have confidential meetings during their stay. These rooms cost from
around R1800. For example Hemmingsways Hotel in East London, which almost
all government Ministers have stayed in, costs R2034 per night. The choice
of hotels is also dependent on availability and proximity to meetings.
Depending on departmental policies a Minister may spend R280 and a 10%
tip per meal and can also pay meals for meetings or guests.

So blade Nzimade spent R40674.90 over 15 days in a period of four months,
this is an average rate of R2711.66 per day including meals.

I put my head on the block that there is no government Minister who has,
without cause, not spent this amount on a hotel stay per night.

Whether this dents their communist credentails or not is anybody's guess.
