The problem is not about making sure evryone has access to drinkable, 
affordable electricity and housing. The issue is central around the ability to 
pull people out of the Cities such taht we could provide these services to 
them. You see unless that is address, the baseline for those who are in the 
lists for services will keep on being revised and as such you end-up with Tom 
with a House in Vhembe and Tshwane. Now with a common planning at the 
Presidency, w are able to project the needs and demand and then provides 
adequate resources to roll-out those services.
 
1. Electricity Provision
 
What need to be done is that we need to have a stable, secure and affordable 
level of electricity supply to All. the 2nd leg will be to ensure that those 
that requires a dedicated supply pay a premium for such service. All this 
requires a certain level of investment in Infrastructure or Capacity Expansion. 
The State should provide guarantees for Eskom to raise Capital be it in 
off-shore markets or in local financing institutions for Primary Energy (Coal, 
Nuclear, Liquid and Gas), Operational Costs for Transporting such Coal bought 
at a discounted price as oppose to Spot price and maintenance of the roads to 
and from the power stations, Capitalisation cost in case Eskom cant raise 
Capital  to fund its expansion programme but enter into agreement for Equity 
for the new power stations that we so dearly need to meet the demand of 
electricity for economic purpose and other social reasons. If these matters are 
taken care of, we will be able to provide such level of electricity to 
proclaimed land. Hence I said we cant say to all people, because if you stay in 
self-proclaimed land in squatter camp, the State or its SOE's cant provide 
electricity as the land owner can come back and claim it.
 
2. Water Provision
 
SA is a water scarce country as such, the total provision and access will 
depends on the availability. When the ANC lead government put targets, it was 
informed by particular level of concession on this matter. Just like the 
electricity, we need to have proclaimed land and the provide that. However all 
these services are highly needed by the Mining Energy Complexes be it in 
Smelters, Mines, Power Stations etc.
 
To me, there can never be a situation, wherein everyone has access to these 
services unless we quantify to say within reach of the eyes as with water. The 
bottom line is that we should decrease our level of usage be it for water of 
energy, then the scarce could be shared, otherwise there is no way supply could 
match the demand in this phase of conspicuous consumption.
 
We need, to seat down and reflect on the methodology to adjust our baselines in 
light of the Planning Commission and the Growth Path that we are pursuing. A 
lot of assumption used in our targets for 2014 have drastically changed, the 
economy in most of the times grew faster that anticipated and now it shred than 
we expected.
