*Nyanda saga continues*

In his letter, Nyanda stated that Mohlala had also removed names from a list of candidates presented to him as the total number of applicants for consideration for appointment as members of the *Digital Dzonga* board, and had *usurped* *the* *powers* of the selection board for the appointment of officials to the *Broadcasting Advisory Board* by drawing up the shortlist on her own while telling Nyanda that all proper processes had been followed.

"You breached my confidence and trust by confronting the chairperson of *Sentech* on the contents of a confidential briefing by the chairperson to me which I shared with you in confidence," he wrote.

Nyanda raised his displeasure at Mohlala's appointment of her former colleague *Makhubalo Ndaba* as an acting chief operations officer, in place of the suspended Gerda Grabe. Ndaba was a senior assistant adjudicator in the office of Mohlala, in her previous job as the pensions fund adjudicator.

Tension between Nyanda and Mohlala was also exacerbated by *complaints from staff members* about her leadership style. In an anonymous letter to Nyanda, a department official complained about Mohlala surrounding herself with "people she knows (and) friends". The letter also mentioned questions about her relationship with National Education Health and Allied Workers Union (Nehawu), which she is accused of endearing herself to.

"She manages with fear and terror and makes sure to surround herself with all her loyalists, most (of whom) she has moved with from *Icasa* (Independent Communications Authority of SA) to the *Pension Adjudication Fund* and now the department. Within the department, she only promotes those she had planted around... as her eyes and ears, mostly from *Nehawu*."

Then the letter listed senior officials suspended for misconduct or corruption - alleging a *witch-hunt* by Mohlala.

Department officials have yet to resolve the dilemma presented by the reinstatement of director of human resources *Basani Baloyi* - after the *Labour Court* ruled in her favour. Mohlala had already replaced Baloyi with another staffer, meaning that the department will be paying two chief directors for doing the same job.

Nyanda's letter also referred to the "*false accusation in the media*" that he intended suspending her because she had refused to authorise tenders submitted by people associated or related to him, saying he had asked her to clarify the fact to the media and the public. "After agreeing to do (this), you have, to date, failed to do so."

Nyanda wrote: "I have concerns on the manner in which you execute your management responsibilities and interface with me. I subscribe to consultation and discussion on matters on which we differ. Your *unilateral approach* deprives me of an opportunity to perform my oversight role optimally and leads to unnecessary tensions. For instance, you failed to address your concerns with me but instead chose to involve the Minister of Public Service and Administration (Richard Baloyi) prematurely. I conclude that our approaches to leadership are incongruent and mutually exclusive."

In a letter from Mohlala's attorneys requesting further information about all the allegations levelled against her, Nyanda is asked to halt any further action against Mohlala until she had had an opportunity to properly respond, failing which she would seek an interdict.
