The COSATU Public Service Unions and the Independent Labour Caucus (ILC)
have rejected the revised offer tabled yesterday in the bargaining
Council where the employer revised the 6.5% to 7% and left Housing
allowance unchanged at R630.00.
Unions demanded that the Minister of Finance, together with the
employing ministers in the public service, come to the Council to
explain their so-called final offer. The Unions managed to force the
employer to change their position on the so-called final offer and allow
engagement to continue in order to find a settlement.
More than 1,3 million public servants will on Tuesday take part in
marches and demonstrations right through the country leading to a total
shut down of the public service. National marches will take place in
Cape Town and Tshwane Pretoria as well as provincial marches in all the
cities in the whole country. Other provinces have made arrangements to
have marches on different dates.
The complete shutdown will take place on Tuesday 10 August 2010 only and
the leadership will announce further actions depending on the response
from the employer.
On Tuesday the Unions will demand a response within 24 hours to their
demands.
Whilst the public service unions appreciate the economic challenges in
the country and have shown a lot of patience during this year's wage
negotiations, they cannot meet the ever escalating fuel, electricity and
service hikes.
We demand that the employer improve the revised offer as demanded by the
unions.
It should be noted that after several rounds of wage negotiations and as
an attempt to bring the employer within a possible settlement ranges we
reached a compromise and tabled a package of 8,6 wage increase, R1000
housing allowance and the implementation date of the 1st of April. The
present housing allowance offer still does not enable public servants to
acquire housing.
We call on the employer to finalise the minimum service level agreement
without any further delay. It is now up to the government to present an
improved revised offer if they want to avert a strike.

at 10h00 to Provincial Legislature.
