*Conclusion of the National General Council* *Ladies and gentlemen of the media,* On behalf of the leadership and membership of the ANC, I would like to thank all of you for coming out in great numbers to cover our Third National General Council in the past week, here in Durban. We appreciate the participation of the media in our activities, and the contributions that were made on the discussion documents and other issues as part of the build up to the NGC. We need to spend more time together going forward, to ensure a greater appreciation of the ANC position on issues. We have had a very successful week and a good NGC. We believe it is not only the ANC that emerged united and renewed from the NGC, but the country too. The mood in the country has become more positive, because any perceived tension within the ANC affects all our people. We noted that there could have been some misunderstanding with regards to the role and purpose of the NGC. *Organisational Renewal* The NGC is a meeting of branches of the ANC which is convened in-between National Conferences, to review and evaluate the implementation of ANC National Conference resolutions, and to review the state of the organisation. The NGC helps the organisation to proactively identify weaknesses, bottlenecks and blockages that could hinder the faster implementation and realisation of ANC policies. This NGC achieved these objectives. We have put organizational renewal at the centre of the organization, as a task that every ANC member must undertake. The preservation of the movement's character, culture and values, as well as the promotion of unity in the ANC will be the primary focus in the run-up to the Centenary of the organisation in 2012. *State Power* The NGC was also successful with regards to refining policies and charting the way forward on how we can use State power to drive socio-economic transformation. There will now be a renewed focus on improving the performance of government, to enable the ANC to speed up the delivery of services. The renewal of the ANC will therefore run concurrently with the renewal of its government. We will put more energy into changing the way government works. We spent past year and a few months speaking to various sectors of the public service to share our vision. We also spent the year working with Ministers to clarify roles and make expectations, desired outcomes, timeframes and targets clear. Ministers signed performance agreements with the President in April. They have currently been negotiating delivery agreements with their partners at local and national level. In the coming weeks, I will be meeting with the various Ministers to obtain feedback on the conclusion of these delivery agreements. This is important because we should now move actively into the implementation phase. Early next month I will meet a task team representing Directors-General from national and provincial departments. Deputy President Motlanthe and I met the DGs and Deputy Directors-General from all over the country on the 23rd of April this year, and outlined changes we want to see in the way they manage the public service on our behalf. *Action Plan and Site Visits* They have been consulting and working on an implementable national action plan which they need to present to us at that meeting. We have also designed a programme for the President to visit government departments to monitor and evaluate work being done at the site of service delivery. This will enable the President to meet staff in these departments as well and share the vision for the renewal of government. In addition, we will from November until the middle of 2011, undertake site visits around the country for hands-on monitoring of service delivery. For example, we will visit the best and the worst hospital, police station, home affairs office, social grants paypoint and others. This will enable us to celebrate achievements and assist those lagging behind to perform better and faster. We promised the branches of the ANC at the NGC that there will be faster service delivery. We also promised the South African people that they will see change. We cannot fail our people who entrusted their faith in the ANC and returned it to office with such an overwhelming majority. *Back to work* Therefore, from tomorrow it is back to work for all. Our cadres deployed in government, as well as public servants in general, have to be ready for renewal and faster action. We wish to thank all who made the NGC a great success especially the KwaZulu-Natal ANC provincial leadership and volunteers and all sectors who were part of this enormous exercise. And once again, we thank you, the media, for your participation and informing the country and the world about what transpired at the NGC.
