Outcomes of POPCRU National Executive Committee Meeting held on the 30-31st
October 2010 at POPCRU House, Auckland Park
POPCRU, an Affiliate of COSATU representing more than 145 000 membership spread
within the South African Police Services, Department of Correctional Services
and Traffic Departments across the country, held its National Executive
Committee at POPCRU House, Auckland Park on the 30-31 October 2010,attended by
Provincial and National Leadership.
POPCRU’s President on his opening address reiterated that it was the last NEC
in
2010 and he further emphasized the importance of the Trade Unions that “A trade
union is the prime mass organizations of the working class. To fulfill its
purpose, it must be broad as possible and fight to maintain its legal status.
It
must attempt, in the first place to unite, on an industrial basis, all workers,
at whatever level of political consciousness, who understand the elementary
need
to come together and defend and advance their economic conditions. It cannot
demand more as a condition of membership. But because the state and its
political and repressive apparatus is an instrument of the dominant economic
classes, it is impossible for trade unions in any part of the world to keep out
of the broader political conflict”.[Joe Slovo]
The meeting resolved amongst others, to consolidate working class within the
Criminal Justice in particular and across all sectors in general and
deliberated
on the following aspects;
COSATU/Civil Society Conference Declaration
POPCRU reiterated its total support for the historic outcomes of deliberations
of the Civil Society Conference held on the 27-28th October 2010 at Boksburg,
and we reaffirm our support for enhancement of public participation to plough
seeds of social justice, human rights and equality and eradicate widespread
poverty, huge levels of unemployment, pathetic levels service delivery and
corruption in our country. And we reiterate our commitment to continue to lead
a
campaign against crime and corruption, building from the experiences of the
2010
FIFA World Cup on how a Criminal Justice Cluster can operate to deal with crime.
POPCRU dismisses the misinformation that COSATU intends to launch political
party and call upon all revolutionaries to condemn such obscene allegations
against our Federation.
And we condemn all the malicious attacks on the standing of COSATU General
Secretary, Cde Zwelimzima Vavi.
Government Growth Path Launch
POPCRU has noted the launched growth path that is targeted to create 5 million
jobs within 10 years and our contention is that such pronouncements must be
holistically lobbied to ensure that our past experiences on GEAR and ASGISA, in
which unilateral declaration of policies were the order of the day, are negated.
Public Service Negotiations
We acknowledge the conclusion of the Public Service Negotiations that
culminated
in the signing of PSCBC Resolution No.4 of 2010 on agreement on improvement in
salaries and other conditions of service for 2010/2011.
We are content that it was not an easy process as it was characterized by
hardened stances in particular from the employer, more visits to Labour Court
as
a result of Interim Court Interdicts by both SAPS and DCS on questions that
were
outlined in 2007 around who is deemed to be rendering essential services.
We reiterate our confidence that the employer will honour all the contents of
the agreement in the spirit of continued respect for collective bargaining
provisions in terms of the Labour Relations Act of 1995 as amended.
We applaud workers in general for their steadfastness to fight for a real
living
wage.
Organizational Matters
1. On Developments in SAPS, DCS and Traffic Departments
We have acknowledged the police visibility in the country of late across all
communities in ensuring that our masses are made to live in a safe and secure
country. And also the million car stoppage is assisting to prevent any form of
crime on our roads.
We have registered strides on the first round around the remilitarization of
SAPS at the SSSBC and the matter has been declared a matter of mutual interest.
We await the outcome of all processes underway.
We have noted the developments in SAPS in relation to the Parliamentary inputs
through the Police Oversight Committee on corruption through the non adherence
of corporate governance principles and due respect for Public Finance
Management
Act in awarding some tenders. And we call for intensive investigation on these
matters.
POPCRU will engage the employer on the return of old uniform to get a new one
matter, on the Trial Units and new developments of Resource Allocation
Guideline.
We have welcomed the opening of debates around the review of the parole board
matters currently in the DCS in line with the public cries around on many
offenders deserving to be considered. And we want to reiterate that more public
participation must ensue to educate our masses on same.
And we reaffirm our total imposition of shifts system as it transpired in
Kwazulu-Natal and we await the finalization of the matter in the Labour Court.
And Urgent Provincial Meetings will be convened to dismiss the imposition.
We reiterate our total rejection of the declaration of the Traffic Department
as
an essential service and thus having implications in the long run of having
members denied an opportunity to engage in an industrial action-a necessary
tool
for workers to bargain as and when it matters.
We are awaiting the outcomes of the dispute processes as it is underway in the
CCMA.
1. POPCRU Policy Conference Outcomes and Provincial Executive Committee
Meetings Outcomes
We have acknowledged the positive outcomes on the recent National Policy
Conference held on the 17-18th September 2010 at OR. Tambo Hotel and as a
necessary step towards preparation of the POPCRU Central Executive Committee in
realization of policies that will take the organization to greater heights.
And we welcomed the entrenchment of the principles of Worker Control and Worker
Democracy through the hosting of Provincial Executive Committee Meetings over
the week of the 16th-22nd of October 2010, and in implementation of the
Constitution as amended in 2006 National Congress.
Our Provinces continue to unleash the necessary oomph to consolidate quality
service delivery at the coalface of all institutions we organize at, within
SAPS, DCS and Traffic Departments.
1. National Congress Preparations in 2011
The preparations for the 07th National Congress to be held at Free State in
2010
are underway and we are awaiting a successful congress to continue to
consolidate the working class power within the Criminal Justice and to champion
and hegemonize the our membership towards the achievement of our organizational
vision for a “Quality Living Standards and Excellent Working Conditions of
Workers within the Criminal Justice”.
1. Mobilization for the 16 Days of Activism against Women and Children
Abuse
and World Aids Day
We reaffirmed out total support for the 16 Days of Activism against Women and
Children Abuse and World Aids Day and we are urging our members to attend in
their numbers all the activities as part of our enhancement of social cohesion
and also the realization of the National Democratic Society.
And welcomed the successful awareness campaign launched by our Provinces on
Cancer, that is affecting our people and undermining life expectancy of our
brothers and sisters.
SACP Red October Launch
We acknowledged the resounding success of the launch of the SACP Red October
Campaign mobilized under the theme “Financing Development-With and For the
Workers and the Poor” ,geared to enhance the access of capital of our working
class to ensure that we able to accelerate service delivery to all our masses.
We reaffirm our support for the realization of the Five National Development
Priorities; Decent Work, Health, Education, Rural Development and Fighting
Crime
and Corruption.
And we are making a clarion call to all our members to join SACP and
participate
in its structures as the vanguard of the working class towards the attainment
of
Socialism in our lifetime. And we recommit ourselves to pay levies and also
process the Debit Orders to SACP as part of building the Party.
Local Government Elections in 2011
We reaffirm the COSATU CEC Resolution for the support of the ANC during the
2011
Local Government Elections. We wish to reiterate that our support will be
informed by the call to bring quality services to all our masses. And we await
the formalization of the Election Strategy to continue to ensure that the ANC
register a resounding victory.
A realization of the National Democratic Society lies in ensuring that the ANC
lives and ANC leads.
Preparations for POPCRU Central Executive Committee and COSATU 25th Anniversary
Celebrations
POPCRU will be holding the CEC on the 05-06th December 2010 and also that will
coincide with the hosting of COSATU 25th Anniversary Celebration on the 04th
December 2010 at Johannesburg Stadium, Gauteng and POPCRU delegates general
membership will attend the historic event.
We applaud COSATU in advance, for the steadfastness and resolute fighting
spirit
on behalf of the working class in general and workers in particular in all
sectors of our economy. The mainstay of COSATU has been the rich history and
tenacious respect for its principles amongst them Worker Control, Worker
Democracy and International Solidarity.
We call all progressive organizations, revolutionaries and allies to come and
witness the landmark achievement in our lifetime. All Members and Shop Steward
must continue to wear Red T-Shirts on Friday’s to mark the revolutionary
milestone in our lifetime.
A Giant indeed was born on the 01st of December 1985, which we are proudly an
Affiliate.
International Solidarity
We applaud all progressive organizations in Swaziland for resolving to merge to
form one Federation as part of the deepening of working class hegemony in the
fight for Democracy and Freedom of Association in Swaziland.
We reiterate a call for all revolutionaries to join all Swazi’s, Civil Society,
Organized Labour and Community Based Organizations in Swaziland to work
together
for a real change against poverty, under-development, repressive regime, high
prevalence of HIV/AIDS and absence of freedom of association.
We wish to make a clarion call to our counterparts in Swaziland-Swaziland
Police
Union and Swaziland Correctional Services Union to continue to fight alongside
all progressive forces to build unity of the working class.
We welcome the ANC NGC Resolution on Swaziland and we call upon all activists
to
work towards making democracy in Swaziland possible in our lifetime led by
Swazi’s.
We will be holding a Symposium in the coming year in Malawi in consultation
with
Malawian Congress of Trade Unions [MCTU], which is geared towards consolidation
of a launching of a Continental Organization on Police and Corrections.
Preparations are underway with our Malawian counterparts.
And recently we received an invite for a visit from the Central de Trabajadores
de Cuba [CTC] to Cuba to enhance our relations with the Trade Unions and also
primarily to build intensive understanding of the working class politics and
ensure that our practical work is invigorated with a revolutionary theory to
continue to deepen and advance the working class in South Africa and elsewhere.
And we reiterate our total support for the release of the Cuban Five.
In his closing address POPCRU President, Cde Cebekhulu acknowledged the
continued collegiality of all NEC Members in difficult times of challenges and
welcomed the festive season coming and wished in advance a safe and secure
festive break for all.
