Comrades. 

It is to my understanding that when people go to the NYDA and ask for a loan, 
they are asked to give SURETY. 

I know of a lady who could not be helped because she did not have any surety 
nor anyone who was willing to act as her surety. 

My question therefore is how is the NYDA supposed to help the youth who are in 
poverty and are seeking to improve their lives.  Shouldn't the NYDA be prepared 
to take risks on young people who might not be able to repay the loans and also 
ensure that they assist our youth in every possible way? 

This ongoing trend of surety ship in the NYDA will perpetuate the cycle of the 
haves accumulating more and the have nots sinking deeper into poverty
