Media statement IN DEFENCE FOR YCL CONSTITUTION 09 March 2011 We, the Durban Districts of KwaZulu Natal hereby putting on record our firm standing on status of this district and province and what should happen in safeguarding the Young Communist League going forward. Firstly we want to reaffirm the fact that as Durban Districts of the YCL we recognize only PEC in this province, our leadership that we elected last congress. KZN leadership as elected in the last congress by its branches remained the legitimate leadership of the province, nothing less and nothing more. We are working towards the reconvening of the provincial congress that was adjourned last year so that proper handing over to new leadership is done through congress. We hope the same condition will prevail nationally in reconvening the national congress as the congress could not conclude its business. That chaotic congress could not adopt credentials as there were many bogus delegates administratively admitted inside, some were given name tags of other comrades. There was no discussion and adoption of reports and the co-called revolutionary electoral commission led by former SADTU General Secretary and now Central committee member of the SACP Thulasi Nxesi was mobilised to collapse the congress so that the current National Secretary is imposed without going for the ballot. Their conduct was clear from the start that they had one mandate of defending one individual to come back at all cost even if it takes congress to collapse. The anger of delegates and rise of tampers should be understood against the role of the Thulasi Nxesi commission. We congratulate them as they succeeded in this mafia approach to congress. The National Committee decided to dissolve the PEC in its last meeting before the National Congress in Mafikerg and have put in place the so called coordinating structure (Provincial Interim Leadership Core) made out of questionable comrades and some of them are not members of the Young Communist League, and we want to put it categorically, that we do not recognize them and we will not work with them. We still take political orders and instruction from our PEC not the so-called interim structure. The same PILC has taken decision to suspend District Executive Committee members and we are informed that such interim structure is busy preparing suspension of various comrades in the province and other Districts. It is also confirmed that our DEC together with DBN South and North Central will be disbanded soon. It is clear that this PILC is demanding acknowledgement and recognition but we are again putting on record that they are NOT recognised. Comrades, please assist these confused interim structure (PILC) by giving them a distinction between executive committee and interim structure in terms of powers and duties. All branches have taken a decision to disown the so call national committee and provincial interim structure and suspended comrades must be re-instated immediately in other Districts. As for us, all suspended works as normal as we don’t recognise it. We are calling upon our branches and our membership not to cooperate with these pseudo leaders. The Young Communist League is not an organisation to be led by factions and we stand tall in fighting this tendency. We are calling for the SACP in the province to open the YCL office for the provincial leadership. Currently the Provincial Secretary of the SACP has decided to apportion it to this interim structure away from elected leadership of the province. He himself is part of the problem. We want to spell out clear today, to our members, branches that are in state of confusion, all districts that have stood with us throughout and the public in general that we do not recognise such a decision to dissolve us. We are challenging these PILC to go back to our guiding documents (CONSTITUTION) and read with understanding all organisational processes and procedures. It is imperative that they read YCL pledge and understand it carefully; our pledge says I “Thabani Molefe” devoted to the interest of all young people and the struggle for socialism. This is what we are struggling for as YCL and this is what we wanted to achieve a socialist SA nothing else. It means that we have to fight against capitalism at all cost, the system that is exploiting the working class and the poor. As YCL members we must not forget what we signed for. It is our task as members to build a strong campaigning YCL. The public has always been fed one side of the events in the national congress in order to seek legitimacy of the backdoor elected leadership. Logic dictates that without credentials adopted there can be no congress therefore no leadership unless they are care-takers pending for the real normal congress. This remains a fact against any charm offensive to create acceptability of themselves to the membership, alliance and the country as a whole. Conclusion We remain indebted to the Young Communist League that we have sacrificed a lot from youth desks after 10th congress of the SACP in 1998 toward 2001 11th congress that took a decision to re-launch the organisation. From 2003 re-launch, this District represent that last generation that was driving this process towards its launch. We pride ourselves to be the first District in the country to be launched and that was recognised by SACP umsebenzi online in 2004. In the last seven years we have been in the thick and thin of this organisation. No amount of propaganda driven out there now about us holding principled views about YCL will delete these facts. The fact of the matter is that the entire move is designed to strangle our district and province as it was pushing hard against the intention to amend our constitution to allow a national secretary not to be full time. As it stands, we stand in a constitutional crisis of not having a full time national secretary when the constitution instructs us so.
