POPCRU has concluded a Collective Agreement on the Introduction of Two New 
Ranks 
in SAPS
 
POPCRU has concluded a Collective Safety and Security Sectoral Bargaining 
Council Agreement No.2/2011 for the introduction of two Ranks of Lieutenant and 
Major to the Rank Structure of SAPS.
 
The introduction of these two ranks will not militarize or change SAPS to a 
force as per the Constitutional provisions for a police service. The signing of 
the Agreement was meant to unblock the blockage at the Inspector level for our 
members, who qualified to be promoted to the next level.
 
Part A, [1.2] of the Agreement will entail that the Ranks of Lieutenant and 
Captain as well as Major and Lieutenant Colonel will be one post level 
respectively. Posts will be filled at Lieutenant and Major Level respectively, 
and only in exceptional circumstances, informed by service delivery needs, at 
Captain and Lieutenant Colonel Level.
 
It is our contention that Part E of the Agreement will address the Grade 
Progression of Constables to Sergeant, who have qualified as from the 01st 
April 
2010 as well as Sergeant to Inspector B1 and B2 as per the National Instruction 
2/2008.
 
Part B of the Agreement will cover the Development of Promotion Policy in SAPS 
as per the date in the agreement that will be used for promotion and not as 
Instructionby no later than the 01st September 2011. And Part C of the 
Agreement 
will bring into effect the ceasing of awarding of performance excellence 
incentives with effect from the 2011/2012 Financial Year,however this provision 
does not affect the awarding of monetary awards.Scarce Skills Policy will be 
reviewed and phased out and a different compensatory framework will be 
negotiated for implemenation within the 2012/2013 Financial Year. 
 
Part D of the Agreement has eloquently expressed a commitment by all Parties to 
this agreement to acknowledge that the core business of SAPS is to prevent, 
combat and investigate crime and therefore all parties will embark on a process 
which seeks to explore a compensation model which differentiates between 
operational and support environmental personnel employed in terms of the South 
African Police Service Act, 1995.The Parties further agreed to pursue measures 
during the 2011/2012 Financial Year with Department of Public Service and 
Administration and the National Treasury that will ensure that the current 
Public Service Act Employees become a category of employees in the Department 
of 
Police.This process will embrace the necessary changes to the Legislation.
 
The implementation date for the Collective Agreement Part A and E will be as 
from the 01st April 2011. Part B,C and D will be implemented on the date of the 
an Agreement on same.
 
And the Scope of Application will apply to all employees appointed in terms of 
the provisions of the South African Police Service Act, 1995 as well as the 
Public Service Act, 1995 [where applicable].
 
POPCRU will conduct Road shows to further explain the Agreement to all the 
membership.
