*Statement on Education Budget Speech*

The Young Communist League of South Africa (YCLSA) welcomes the tabling and
notes the budget speech for education presented by Comrade Barbara Creecy,
Gauteng MEC for Education in the provincial legislature today.



The Gauteng education budget for 2011/12 is presented in the context of the
still persisting global crisis of capitalism which has had a devastating
impact on workers and the poor and state revenue. Despite this challenge the
education budget has increased by 13.6% from that of the previous year, by
R3.1 billion in Rand terms. We note that 74% of the budget will be spent on
remuneration for teachers, school administrative staff and office based
personnel. The Gauteng Education Department is right that well capacitated
personnel and personnel expenditure are most important in the education
process.



The Gauteng Education Department has developed a number of intervention
strategies and programmes to expand access and improve the quality of
learning and teaching, teacher and learner performances and results. The
2010/11 Matric results in which for the first time Gauteng took a lead of
all provinces serve as one of the important indicators. As the YCLSA, we
will continue to participate in the formulation and implementation of these
strategies and programmes inclusive of Maths, Science and Technology
Strategy.



The Twenty First Plenary Session of our Provincial Executive Committee as
the YCLSA in the province will reflect on the education budget in detail by
the end of this month, July 2011 in relation to our Joe Slovo Right to Learn
Campaign which is aimed at achieving free and quality education and training
and best results.
