*MEC  fails to respond adequately to a ticking time bomb!*

4.4 million South Africans are currently unemployed; 2 million South
Africans are permanently discouraged work seekers; 2.1 million South
Africans are underemployed; - 61% (2.7 million) officially unemployed South
Africans have been unemployed for more than a year; 66% of the unemployed
are younger than 35.

As the *South African Youth Council in the Western Cape* we wish to express
our disappointment at the lack of response from the MEC for Finance,
Economic Development and Tourism with respect to the Memorandum handed over
to the HOD for Economic Development and Tourism on Thursday, 7th July 2011
at provincial parliament. It is our understanding that the HOD was tasked to
accept the Memorandum on behalf of the MEC, due to illness. We note with
concern that the HOD has responded to the Memorandum marked for the
attention of the MEC. The duty to facilitate public involvement has to be
discharged by the MEC as the political office bearer.

It is SAYC’s view that MEC Winde has not seen it fit to respond to our "Jobs
for Youth" Memorandum.  South Africa’s constitutional democracy is
representative and participatory in its nature. The representative aspect
embraces multi-party democracy, achieved through regular elections based on
a common voters’ roll and proportional representation. However it goes
further than regular elections every five years in that it guarantees
involvement of each citizen in public life in between elections. To this
extent public participation is an integral part of any democracy that is
accountable, responsive and open. This provides credence to our long held
view that the Political leadership in the province is not interested in
Youth Development nor are they prioritising it as dictated by the National
Youth Policy.

As SAYC we reject the response from the HOD for Economic Development and
Tourism and once again call on the MEC to respond to the Memorandum. As we
believe that the state is backtracking from its initial promise of ensuring
skills development and quality employment. Therefore on Saturday, 30th July
2011 youth structures and formations in the province will be marching to
parliament to take our provincial concerns to a national platform
