The travel allowances of most of this decision makers of merciless systems like 
Gauteng Freeway Improvement Project are in a nucleus of it all.
The state takes a complete care of their daily movement without any cent 
expected from them but with more advantages on the road such as Blue Lights and 
all the tendencies found at our roads.
The working class as a result will be at the receiving end of these acts in as 
much as prices of everything will rise countrywide especially at retail outlets 
which are found at all corners of South Africa, though this insane project 
occurs in Gauteng, other provinces will be used as a means to recover costs due 
to the fact that most of their depots are in Gauteng, thus the truck will via 
the same route exiting Gauteng to its intended destination.
Lack of realistic planning and to a larger extend the beneficiation of 
officials and politicians in its procurement processes, will lead to 
discouraging workers and the poor in Gauteng to avoid buying cars at all costs 
and use public transportation system to go to work & even to visit their loved 
ones.
Perhaps if most parliamentarians and officials went back to taxi businesses, 
and this is a strategy to sustain and grow their businesses, as people are 
buying cars on daily basis and as a result it negatively impacts on their 
businesses.
The implementation of this project will not only bear negative effects to the 
working class but also to most businesses in Gauteng, because petrol will 
mostly be poured to taxis and buses, because even the retail companies will 
change the transportation system of trucks and make use of trains, the movement 
of Passenger trains might equally be affected because of the high volume of 
goods transportation, consideration will be given to provision of more time for 
goods transportation rather than passenger due to the profit Transnet will be 
generating from it.
Truck drivers will eventually forfeit their relevance at those companies and 
later South African 's rate of unemployment and crime will be on the rise.
Perhaps the Project intends of combating congestion on the roads, then what 
will then be the need for road infrastructure development, what is going to be 
driven on those roads.
The Gauteng Provincial Government along with the City of Joburg should 
acknowledge that the Bus Rapid Transport System is equally not working due to 
its inconvenience, maybe as in when the use of private cars is limited, they 
believe that the BRT shall serve a purpose on their initial intentions.
We should maybe amend some clauses of free travelling system of Politicians in 
Government and Travel Allowances for Officials, so much that they also feel the 
pain of paying toll gates and high prices of Petrol and Diesel, after doing 
these maybe it shall plant in them patriotism as they totally lost it.
The YCL is spot on on this matter and we should urge fellow countrymen and 
woman to meet this with boycott.

*YCL notes with disgust the approval of the revised tariffs for the Gauteng
Freeway Improvement Project*

The Young Communist League of South Africa [Ufasimba] notes with disgust the
approval of the revised tariffs for the Gauteng Freeway Improvement Project.
Even after revision we are of the view that the tariffs are still high, in
fact this project should have not been implemented in the first place.


As the YCL we feel that it is too much for light motor vehicles [they are
classified as Class A2] to pay 40cents per kilometer, medium vehicles [Class
B] to pay 100cents per kilometer and longer vehicles [Class C] to pay
200cents per kilometer. These tariffs are too much for a country that is
gripped with rising prices of food, petrol and other daily necessities. This
approval of the tariffs is a blow in the face of the working class and poor
in their struggle to sustain their lives.


We are also distraught that “middle class taxpayers” are objecting to the
exemption of taxis and busses and we are going to have to defend the
exemption, so we can't be pretending at this stage that it does not exist.
This also should not give leeway to greedy taxi associations to increase
fares that are currently high as it is.


With the cost of living, these new tariffs will sky rocket it because the
cost of transportation will increase e.g. transportation of food and other
daily necessities will be affected but most important buses and taxis will
be affected. Majority of the working class uses public transport to get to
and from work; this means they will have to pay more for their trips to
their place of employment. Also school children will be affected by this
horrible decision.


We call on government to reconsider this project and stop the entire project
before it even commences. If our call is not heeded the YCL will not
hesitate to mobilise its membership and the communities at large to go to
the streets to protest against this project.
