POPCRU Western Cape 07th  Provincial Congress Outcomes
 
The POPCRU Western Cape Provincial Congress was convened on the 01st-02nd 
September 2011 at the University of Peninsula, Bellville Campus in terms of 
POPCRU’s Constitution, to consolidate worker democracy.
 
And we acknowledged all messages of support received from the Regional 
Commissioner of, Correctional Services, shadow MEC Patrick Mackenzie, COSATU 
Affiliated Trade Unions, ANC and Business Partners. 
 
We appreciate the mandate of the 7th Provincial Congress to spearhead a new 
agenda based on members’ needs, build the strength of our organisation and 
intensify workers’ struggles on all fronts in the cluster and beyond.
 
We have noted and appreciated the Political Input by our alliance partners, 
Cosatu represented by Provincial Secretary Tony Eirenrecht and ANC PEC members 
represented by Cde Lerumo Kalaku in consolidating the working class power to 
prepare the return of power in 2014 back to the ANC in the Western Cape.
 
Coming out of the 7th Provincial Congress, we re-affirm our loyalty to the aims 
and objectives of the National Democratic Revolution through the freedom 
charter, the Reconstruction and Development Programme of our society and other 
policy pronouncements of our movement.   
 
As POPCRU in the Western Cape we note the extensive growth in membership from 
our Provincial Congress in 2007, we had a growth of not less than 40 % in 2011. 
This growth is a result of commitment from our leadership in all levels to 
ensure that we service our members at all times. 
We also applaud the loyalty shown by our members even when we were faced by 
challenges that seek to dent the image of the organisation but they never left 
Popcru.
 
POPCRU Western Cape comes out of the 7th Provincial Congress with a strategized 
and concrete Programme of Action to serve the interest of our members. The key 
areas of our programme are listed below,
 
v  PEC visit to all institutions within 6 months period
v  Yearly recruitment drive
v  Listen to members complain
v  Mass joining of SACP & ANC in order to defend the Revolution
v  Training of all leaders at all levels on Leadership Skills and Trade 
Unionism.
v  Anti-crime campaigns
v  Police killings campaigns
v  Re-skilling of negotiators and paralegal.
v  Anti Corruption campaign within the Public Service
v  HIV/AIDS awareness campaigns
 
As we come out of the 7th Provincial Congress, re-affirm unity in the 
organisation and we must put the member’s interest first.
 
The following Office Bearers were duly elected after all positions were 
un-contested;

·         Deputy Provincial Secretary – Xolile Marimani 
·         Provincial Treasurer – Kathy Adamou - Yalandi

Resolutions of the 7th Western Cape Provincial Congress
 
Visibility of all Leaders to Membership at all Institutions 
·         Institutional Leaders
         Monthly meeting at Institution at institutions
·         Local Leaders
        20 Institutions to be visited monthly 
·         Provincial Leaders 
       10 Institutions to be visited monthly
 
Across the Province meetings must be held every last Thursday of the month. 
                                        
 
Monthly Reports to higher Structures 
 
·         Institutional leaders to report by 25th of every month,
·          Local Leaders to report at the end of every month to the province, 
and
·          Provincial Leadership to Report by 5th to the National Office
 
None reporting amounts to organizational ill-discipline and it may warrant 
comrades to be subjected account on same. 
 
 
Quality Membership Service
 
Institutional Leadership to recruit members monthly as follows;
 
·         Local leadership to recruit 6 members monthly. 
·         FTSS to recruit 15 members as per contract.
·         Co-coordinators to recruit 3 members monthly. 
·         Provincial Leadership to recruit 2 members.
 
Education Transformation
 
·         Local Deputy Secretary to draw up a comprehensive education program 
with and in conjunction of Provincial Department Secretary in line with 
National Objectives within a 2 months period.
 
 
Gender Development
 
·         Comprehensive Gender Program to be drawn up with 2 months in 
conjunction with Provincial Gender Coordination, Local Gender coordinator’s and 
Provincial Treasurer, to accelerate capacitating women comrades within the 
Province.
Alliance Building
 
·         All leaders to fully participate in the alliance and to indicate as 
such through the submission of monthly reports,
·         All elected leaders from local to contribute to ANC and SACP 
organizational work in Western Cape.
