POPCRU on Promotion and Grade Progression Policy signed for SAPS Employees
POPCRU has signed for a Promotion and Grade Progression Policy under the 
auspices of the Safety and Security Sectoral Bargaining Council [SSSBC] on the 
28th September 2011 in which employees under the South African Police Services 
[SAPS] stands to benefit.
This is the first promotion policy dating back as far as 2005 in which members 
were promoted by national instruction and this provision will seek to have 
competent and suitable persons to be promoted to fill vacant funded posts.
The Collective Agreement No.3/2011 will be implemented through a National 
Instruction to be issued by SAPS and shall be implementable with effect from 
the 01st of April 2013.
This is on the basis that the second phase of Collective Agreement No.2/2011 is 
still being implemented, with preference given to most senior member for the 
Financial Year 2011/2012.
And the Agreement is aimed, amongst others to;
·         Regulate the promotion and grade progression of employees at Level 1 
to Level 12 and Constable to the Level of Colonel effectively,
·         Post Promotions shall be applicable in terms of availability of 
vacant funded posts, advertisement, selection, satisfactory performance, 
suitability and years of service on salary level or rank,
·         Grade progression for Constable to Sergeant, Warrant Officer shall be 
a minimum of 7 [seven] years, including training period, and for Warrant 
Officer Band B1 and Band B2 shall be a minimum of 1 [one] year uninterrupted 
service,
·            Grade progression for Lieutenant to Captain and Major to 
Lieutenant Colonel shall be a possession of at least NQF4 Qualification and a 
minimum of 7 [seven] years uninterrupted service on the rank respectively.
·           Post promotion for employees employed under Public Service Act 
requirements shall be a minimum of 2 years uninterrupted service on the level 
from level 1 to 7 and 7 to Warrant Officer to Colonel shall be NQFL6 
Qualification and an minimum of 2 years in the level or  at least 2 years of 
uninterrupted service, and lastly
·           Post promotion for Police Act employees from Constable to 
Lieutenant Colonel shall be NQFL6 Qualification and 2 years of uninterrupted 
service on the same level or a minimum of 4 years uninterrupted services on the 
same level
 
 
 
The Agreement shall remain in place unless amended or revoked in the Sectoral 
Bargaining Council. 
And POPCRU will participate in road-shows together with the employer within a 
period of 60 days after signing, to unpack the implementation mode and/or 
interpretation on same.
