*Linda Jabane District Congress Declarations ***

* *

*Whereas*, we the delegates to the 4th District Congress of the Young
Communist League of South Africa (YCLSA) in the province of Gauteng,
convened in our 4th Linda Jabane District Congress at the University of the
Witwatersrand (Wits), Johannesburg, from 15th—16th October 2011;



*Proud* *and impressed* by the growth, increased unity and cohesion of the
YCLSA in our province and district, resoluteness on revolutionary
discipline, by the interest that young people continue to show on our
organisation and struggle for communism;



*Impressed* by the increased number of females in the ranks of our
organisation, both within the general membership and in all levels of the
leadership which we believe augurs well in advancing the struggles for
against patriarchy to which we are committed.



*We believe* the growing interest shown by young people on the YCLSA is
underpinned by the political activism that the organisation has adopted,
ideological clarity and comes against the failures of the neoliberal
policies, GEAR, ASGISA, World Bank and IMF policies in general as imposed on
and dictated over developing countries, and now against the tendencies such
the new tendency, demagogy, populism and anarchy.



*Aware* of the challenges that are facing young people in our district, our
province, country and the world, in particular in Africa, we reaffirm our
solidarity to the working classes and young people of Ivory Coast, Libya,
Cuba and Palestine, who are being oppressed by imperialist forces,
Swaziland, who are oppressed by the absolute monarchy and everywhere in the
world where injustice is committed.



We call on the imperialist United States of America to unconditionally lift
its economic embargo on Cuba and unconditionally release the Cuban Five. We
call on the absolute monarchy in Swaziland to give way to democracy, on NATO
to evacuate Libya and its airspace, France to evacuate Ivory Coast, Israeli
and the United States to evacuate Palestine. We commit to intensify our
participation in all the struggles that are taking place to ensure that the
people of the world do away with injustice.



 We are aware that there is a re-emergence of the ’96 class project, though
in a different form, towards 2012. Among others this manifests in a
different ways including efforts to discredit our Party and its leaders. We
are also aware that the media is one platform for the new tendency as it
absolutely champions the interest of the capitalist class. We have been
observing that our slogans and programme are misappropriated and used as the
instruments to engage in demagogic and populist forms of mobilisation to
feed selfish interests. We commit to fight to the end in defending the our
Party and broader movement from political criminals, lumpens, the new
tendency and demagogues, the capitalist class and imperialists.



*We committed* to the fight against the re-emergence of the 1996 class
project (new tendency and demagogues) and the capitalist system in general
towards the creation of a socialist society where all shall enjoy equal
access to basic human and social needs, where exploitation and oppression
shall be things of the past.



We reaffirm our fight against raping of lesbians. We will join forces with
other progressive organisations, institutions that champion educational
programmes and campaign against the abuse (sexually, mentally, emotionally,
verbally and otherwise) of young women, children, gays, lesbians. We further
commit ourselves to fight against any form of oppression and exploitation.
We will continue to make a call and work to ensure that young people
undertake sex education to avoid sexually transmitted infections including
HIV/AIDS and avoid unplanned and teenage pregnancies. In this regard we
reaffirm the relevance of our campaigns on free circumcision, sanitary
towels and responsible, protective sexual lifestyle.



We recommit ourselves to wage a relentless struggle towards realising the
YCLSA’s Ten Youth Demands towards 2015 in our district, through fighting for
the banning of Labour Brokers, making education fashionable, skills
development for young people, accessible and quality health care, fight
against corruption and capitalist exploitation including its conditions and
consequences such as unemployment, inequality and poverty.

*We declare* that the 4th YCLSA Linda Jabane District Congress will further
build the organisation which will grow strength to strength; and continue to
make a positive contribution towards the building of the SACP, Progressive
Youth Alliance and the broader democratic movement. We shall advance
political education and ideological training under the guidance of upper
organs of the organisation as part of our measures to build a qualitatively
strong and enlightened organisation and responses to the embarrassment we
observe on the part of some of the youth formations that are suffering from
the poverty of philosophy and absolute lack of engagement in the theoretical
struggle.

To take our programme forward, as the 4th District Congress of Linda Jabane
we elected, uncontested, a District Executive Committee of twenty members
inclusive of the following as District Office Bearers in the order of
commandership.
