DECLARATION OF THE SACP PHILIP RADEBE DISTRICT CONGRESS HELD ON THE 28 - 30 OCTOBER 2011 AT MPUMALANGA NURSING COLLEGE, KABOKWENI We the cadres of the Party drawn from all branches within Philip Radebe district convened as the 4th District Congress of our Party on the 28 – 30 October 2011 at Mpumalanga Nursing College, to make an assessment of our work since the last congress in 2009 with a view to develop a programme to implement our historical tasks of advancing, deepening and defending the National Democratic Revolution for socialism. We noted with a sense of pride the growth of the Party in the district as reflected in the number of VD branches from 16 to 41 since the last district congress. We also take comfort at the qualitative growth of our membership as demonstrated in the political discussions. We however acknowledge the continuous responsibility of cadre development. We are conscious of the significance of this month in the calendar of the SACP and communism in general. The month of October is very important because the proletariat seizure of power by the Bolsheviks in 1917 in Russia still resonates to this day. We are therefore inspired to intensify our work in partnership with all progressive formations around the globe to continue with our socialist revolution as the only viable solution to the challenges confronting humanity ravaged by capitalism. In that context, we support the call by the young people of South Africa to achieve their economical freedom in their life time; but we do not agree with the view that economical freedom is equivalent to the leadership change in the coming national conference of the ANC. We thus reiterate our position that there would never be economic freedom for the masses of our people under the system of capitalism. Capitalism is inherently exploitative as it produces huge wealth for the few while it equally reproduces massive poverty for the majority. We therefore invite all young people to join us in the fight against capitalism because economical freedom in our life time is equivalent to socialism in our life time. The YCL is the league of the SACP; therefore we will continue to guide and support of our YCL. We declare to intensify our work in partnership with all progressive formations to expose and fight against corruption as a scourge against society. We regard corruption and its perpetrators as counter revolutionary. We further acknowledge that corruption is inherent under capitalism therefore we vow to continue to fight for socialism in South Africa because the class struggle is a permanent struggle. We will continue to support the struggle of the people of Swaziland until they realize their freedom. We will continue to work very hard in unify the alliance in the district, COSATU is still a reliable partner and will occupy a special space in the SACP. We will participate in rewriting and correcting our history within the glorious liberation movement as it celebrate its hundred years next year. We will continue to remember the contribution which has been made by our leaders especially comrade Phillip Radebe and V.D Mnguni in building the SACP and the ANC in this district; we vow to be like them to honor their memory.
