POPCRU on discontinuity with Private-Public-Partnership [PPP's] by DCS
POPCRU has welcomed the cancellation of the Private-Public-Partnership within 
the Department of Correctional Services.
As part of COSATU through A Growth Path towards Full Employment, we have argued 
that there must be a ‘reverse on the introduction of 
private-public-partnerships, privatization of prisons, outsourcing and/or use 
of labour brokers in the system as a means to create decent work’.
POPCRU has noted that the opposition parties argue that ‘South Africans stand 
to lose from the Minister’s cancellation of PPP’s’ and we argue that it is only 
tenderpreneurs who will stand to lose on the basis that workers were abused by 
the system equal to labour broking, with no job security.
The arguments which says,‘the Department has shown itself to be unable to 
deliver the correctional services facilities required on time and within budget 
and the Department should have opened negotiations with the private consortia 
involved to discuss their concerns and find an amicable solution’, clearly 
shows the attitude of some opposition on the decent job agenda. 
And we have articulated a view on limiting the use of tenders to deliver basic 
goods and services and building the capacity of the state to directly deliver 
these services and create quality and sustainable jobs.
POPCRU comment the Minister of Correctional Services for the courage to take 
such a bold stance on discontinuing with tendering the state to tenderpreneurs.
To suggest by some opposition parties that the decision damages relations with 
the private sector is unlettered and uncharacteristic.
And POPCRU will be supportive on developments to totally wipe the utilization 
of PPP’S within the Criminal Justice.
